University Electrical Safety Policy 1. All electrical work, other than experimental as covered in item 2, on any apparatus with a supply voltage exceeding 32 volts ac or 115 volts dc shall be carried out by suitably qualified registered persons who holds an appropriate 'Practising Licence'. 2. All experimental electrical work, as defined by Reg. 16 Part 2 O, requiring a supply voltage exceeding 32 volts ac or 115 volts dc, shall be done by, or in the presence of, or under the control of, a Competent Person. Note: Competent Person means someone who has attended and passed the approved training course. 3. All fixed wiring work must be referred to the University of Canterbury Works and Services Department. 4. In compliance with the Health and Safety in Employment Act and the Electrical Regulations Standard (34-4), all portable electrical apparatus having a supply voltage exceeding 32 volts ac or 115 volts dc shall be inspected, tested and recorded (I.T.R.) as per A.S. 3670. e.g: Computers every 5 years, hand tools every year. (It is the Department's responsibility to set up and maintain an electrical apparatus I.T.R. procedure.) 5. Anyone purchasing electrical apparatus from overseas which requires a supply voltage exceeding 32 volts ac or 115 volts dc must ensure the apparatus complies with the 1993 Electrical Regulations and appropriate standards. This compliance should be made a condition of purchase from the supplier or manufacturer. (ECP3 lists the New Zealand and Australian standards for each type of apparatus.) 6. All private appliances which the owner intends to use on site shall be tested and tagged before use. Any enquires regarding this Policy should be made to the Chairman of the Electrical Safety Sub-Committee. Paul Perry, Chairman 14 October 1994 ------------------------------------------------------------------------------ Guidelines for managing and testing of electrical equipment The following notes are to assist University Departments to carry out safety testing of electrical equipment. 1 . It is the responsibility of all Heads of Departments to ensure that departmental electrical equipment is tested as required by the Electrical Regulations. 2. Departments with qualified staff are encouraged to carry out their own testing (eg Engineering and Science Departments). 3. The Works & Services Department will supply names and addresses of contractors thought suitable to those Departments who do not have their own qualified staff to carry out the testing. 4. All repairs will be carried out at the time of testing. Equipment should not be used until repaired and re-tested. 5. All costs relating to testing and repairs to be met by the Department. 6. Standard tags will be supplied through the Works & Services Department and are to be mounted on each item to record the test and re-test date. 7. Items purchased between annual tests must be tested and tagged before use. 8. Records of testing are to be maintained by each Department, with a copy forwarded to the Works & Services Department.
